Economic Framework and Incentive Regime
From the first days of the current administration, the Government of President Javier Milei set a course aimed at creating favorable conditions for attracting and facilitating investment, with the objective of energizing Argentina’s economic growth. This decision was materialized early on through Decree No. 70/2023, which established a framework designed to:
-
eliminate barriers and restrictions to trade;
-
reduce the burden and weight of regulations;
-
create conditions that ensure business profitability.
The Government’s economic program is based on a pro-market agenda, aimed at consolidating a stable and competitive macroeconomic environment. Its main results and objectives include:
-
stabilization of the foreign exchange market;
-
sustained reduction of inflation;
-
strengthening of legal certainty for investors;
-
creation of a climate favorable to private initiative;
-
promotion of clear, transparent, and predictable rules for those who choose to invest in Argentina.
This course was reaffirmed and expanded with a particular emphasis on stimulating investment in dynamic and strategic sectors of the national economy, through the creation of the Incentive Regime for Large Investments (RIGI), approved by Congress under Law No. 27,742 (July 2024) and regulated by Decree No. 749 (August 2024).
The RIGI, in force until July 2026 and extendable for an additional year until July 8, 2027, is aimed at projects involving investments exceeding USD 200 million, and seeks to:
-
provide predictability, stability, and legal certainty for large-scale projects;
-
foster the development of local production chains;
-
grant special protection against potential breaches by the State;
-
promote long-term investments with an impact on growth and employment.
